Finland Partners Nigeria on Tech, Public Sector Reform

Nigeria is strengthening its global digital partnerships with a new agreement with Finland aimed at transforming public service delivery and advancing technology-driven governance.

The Memorandum of Understanding (MoU), signed in Abuja, provides a structured framework for collaboration in key areas including digital government systems, cybersecurity, emerging technologies, and innovation development.

Government officials say the agreement reflects Nigeria’s growing push to modernise public institutions through technology while aligning with global best practices in digital governance.

Minister of Communications, Innovation and Digital Economy, Bosun Tijani, said the partnership will play a critical role in improving how citizens interact with government services.

He noted that strengthening digital public infrastructure remains central to Nigeria’s reform agenda, particularly as demand grows for efficient, transparent, and accessible government systems.

“This collaboration is about building systems that work better for citizens secure, efficient, and inclusive,” he said, adding that the agreement builds on earlier engagements between both countries.

Finland’s Under-Secretary of State for International Trade, Jarno Syrjälä, described the deal as a practical step toward deepening bilateral relations through technology and innovation.

He said Finland sees strong potential in Nigeria’s digital economy and is committed to supporting efforts that enhance trust in public institutions while promoting innovation-led growth.

The agreement is expected to encourage cooperation between public institutions, private sector players, and innovation hubs in both countries, creating opportunities for knowledge exchange and joint development projects.

Experts say the partnership could significantly improve Nigeria’s digital public services by introducing more integrated, citizen-focused platforms and strengthening institutional capacity.

In addition, the collaboration is linked to a broader European-backed initiative valued at €23 million, which aims to support Nigeria’s digital transformation efforts and expand access to modern government services.

The initiative will also contribute to ongoing efforts to develop technical talent and improve digital skills among Nigerians, positioning the country to compete more effectively in the global technology landscape.

Observers note that as countries increasingly adopt digital governance models, partnerships like this will be essential for Nigeria to close infrastructure gaps, enhance efficiency, and build public trust in government systems.

With implementation expected to begin in phases, stakeholders say the real impact of the agreement will depend on execution, funding continuity, and sustained collaboration between both nations.
