A Bill seeking to establish Federal College of Education, Umuobom, Ideato Local Government Area of Imo State has scaled second reading on the floor of the House of Representatives.
The bill was sponsored by the member representing Ideato North and Ideato South Federal Constituency, Hon. Ikenga Ugochinyere.
The proposed legislation, which seeks to upgrade the Imo State College of Education, Umuobom, into a federal institution, scaled the second-reading during plenary on Thursday, marking a significant milestone in efforts to expand access to quality teacher education and strengthen educational development in Imo State.
Titled a Bill for an Act to Establish the Federal College of Education, Umuobom, Imo State, and for Related Matters, provides a legal framework for the institution’s establishment as a federal college of education, with provisions for its administration, academic programmes, infrastructure, research, and staffing.
Under the proposed law, the institution would operate as a corporate body with the capacity to acquire and manage properties, while its academic programmes and standards would be supervised by the Federal Ministry of Education through the National Commission for Colleges of Education (NCCE).
Leading the debate on its general principles, Ugochinyere said the bill also seeks to strengthen the institution’s capacity to advance learning, improve teacher training, and contribute to the development of the education sector through academic and research programmes.
The successful passage of the bill at second reading represents an important step towards its eventual enactment into law. It will now proceed through the subsequent legislative stages, including committee consideration and other required parliamentary processes.
For Ugochinyere, the legislative initiative underscores his commitment to promoting educational development and attracting federal institutions to his constituency, with the potential to create employment opportunities, stimulate economic activities, and improve access to higher education for young people in Ideato and neighbouring communities.
The proposed upgrade he said, is also expected to strengthen the capacity of the institution to produce qualified teachers who can contribute to improving educational standards across Imo State and Nigeria at large.
When put to a voice vote by the Speaker who presided over by session, it was passed and referred to the relevant committee for further legislative action.
