Abuja Municipal Area Council AMAC, has begun moves to modernise its legislative processes and strengthen institutional capacity through a proposed partnership with the Policy and Legal Advocacy Centre (PLAC), as part of efforts to improve transparency, accountability and service delivery.
The initiative, championed by the Executive Chairman of AMAC, Christopher Maikalangu, is aimed at equipping the council with modern governance tools, improving legislative efficiency and expanding the use of digital technology in the administration of the area council.
A delegation led by the Vice Chairman of AMAC, Yusuf Muhammed Nadabo, visited the headquarters of PLAC in Abuja to explore areas of collaboration in legislative development, institutional reforms and human capital development.
Speaking during the visit, Nadabo said the Maikalangu administration was committed to building stronger institutions capable of responding effectively to the growing demands of residents.
He noted that improving the capacity of lawmakers and administrative personnel would enhance transparency, accountability and effective service delivery at the grassroots.
According to him, the council intends to leverage PLAC’s expertise to strengthen legislative procedures, improve policy formulation, modernise record-keeping and promote digital governance across its departments.
Responding, Executive Director of PLAC, Clement Nwankwo, welcomed the proposed partnership, describing local governments as the closest level of government to the people and therefore critical to national development.
He stressed that effective local governance depends on strong institutions, sound legislation and continuous capacity building, adding that strategic collaborations would help councils deliver better services to their communities.
Nwankwo also commended the Maikalangu administration for its developmental efforts and expressed optimism that the partnership would further enhance governance and institutional effectiveness within AMAC.
Also speaking, Consultant on Development Partners and ICT to AMAC, Ambassador Mina Horsfall, said the council identified PLAC as a strategic partner because of its experience in legislative strengthening, policy research, institutional development and governance reforms.
He explained that the collaboration would support AMAC’s drive to build a more efficient, technology-driven and citizen-focused local government system.
The proposed partnership is expected to cover legislative capacity building, policy and legal research, digital transformation, institutional reforms, improved documentation and record management, knowledge sharing and workforce development.
